By 1988 under the leadership of Greg Tritton, the group adopted the name BICC and developed a set of general rules based on information provided by Bill Cooper member of SLAPP (St. Lawrence Atari Players and Programmers - Brockville's Atari Computer user's group). Originally, BICC was an acronym for Brockville IBM & Compatible Club but it was eventually changed to Brockville Independent Computer Club. The club used to meet at St. Lawrence College but it was 'independent' of the college.

In 1989 BICC started operating a Bulletin Board System (BBS) for members only on one evening a month.

On March 14, 1991 the membership adopted the original BICC constitution which formalized the working agreements which were already in use.

On Sept 15, 1992 the BICC BBS went into full time operation on its own dedicated phone line. At first, Greg Tritton was the BBS system operator as well as the president of the club. By 1994 the BICC BBS became a member of the amateur operated BBS network known as FidoNet.

In 1997 Bill Cooper developed the original BICC web site and it went into operation in September of that year. The BBS, which was replaced by the web site, was decommissioned on February 24, 1998.

In August 1999 Superaje Communications obtained the domain name bicc.brockville.on.ca for BICC. The site went into operation on the 30th of August 1999.

During the summer of 2006 the Executive decided to update the site.  A modern approach dictated that a CMS package would provide more dynamic reading for the members.  A new site, www.biccweb.com, hosted by VentureHosting.com and using Website Baker CMS, went into operation on 13 September 2006.  The old site was decommissioned as of this date.
